Bluechip Technologies Limited has been selected as the Lead Partner in a consortium awarded a ₦451,880,550 advisory contract by the Federal Ministry of Communications, Innovation and Digital Economy (FMCIDE), in connection with Project BRIDGE — Nigeria’s landmark initiative to deploy a 90,000-kilometre national fibre optic backbone and bridge the country’s longstanding digital divide.
The contract, formalised in an official FMCIDE notice dated February 17, 2026, tasks the consortium with developing a comprehensive, implementation-ready supply chain and procurement strategy to underpin the ₦2.71 trillion rollout. Bluechip Technologies serves as Lead Partner, joined by Bluechip Communications Limited as Member Partner in the Joint Venture arrangement.

About Project BRIDGE
Project BRIDGE — Building Resilient Digital Infrastructure for Growth — is the Federal Government’s flagship public-private partnership (PPP) initiative to deploy at least 90,000 kilometres of fibre optic cable as the foundation of Nigeria’s national connectivity backbone. The programme forms a critical component of the National Broadband Plan 2020–2025, which targets a nationwide fibre coverage of 120,000 kilometres.
Financed through a blended model of Development Finance Institution (DFI) sovereign loans — including commitments from the World Bank Group (approximately ₦676.3 billion) and the African Development Bank (approximately ₦270.5 billion) — alongside private sector equity and minority federal government shareholding, the programme has already secured over ₦1.14 trillion in funding commitments. Implementation will be led by a Special Purpose Vehicle (SPV) structured as an independently managed limited liability company.
The scale of Project BRIDGE is without precedent in Nigeria’s digital infrastructure history. Government projections indicate that successful implementation could lift broadband penetration beyond 70%, create up to 20,000 direct jobs and over 150,000 indirect jobs, and contribute as much as 1.5% growth in GDP per capita.
Our Advisory Mandate
Procured through the Consultant Qualification Selection (CQS) method (Reference: NG-FMCIDE-504390-CS-CQS), the 365-day advisory engagement covers two structured phases designed to translate strategic intent into operational readiness.
Phase 1 — Strategic Supply Chain Framework
- Develop a recommended supply chain strategy aligned with the technical rollout design
- Assess project scale, urgency, and Nigeria’s geographic and terrain diversity
- Define logistics architecture, warehousing models, and required supplier categories
- Deliver a cost-effective procurement plan blending global best practice with local market realities
Phase 2 — Implementation-Ready Design
- Identify operational and financial risks, together with mitigation measures
- Recommend cost-optimisation strategies including bulk purchasing and lean inventory systems
- Assess workforce availability and subcontracting frameworks
- Establish quality assurance and safety compliance structures
As clearly defined in the contract terms, the advisory role is focused on strategy and design — the consortium will not execute procurement, contracting, or logistics functions on behalf of FMCIDE or the forthcoming SPV. The objective is to equip the programme with a robust, risk-mitigated framework before large-scale capital is deployed.

Nigeria faces a significant connectivity deficit. Approximately 33 million Nigerians remain offline, and around 216,871 schools, healthcare centres, and social institutions currently lack sustainable internet access. Project BRIDGE is designed to close these gaps — providing fibre backbone coverage that supports connected institutions, digital healthcare, and the expansion of fintech, e-commerce, cloud services, and AI infrastructure nationwide.
